Simon Brooke b4f441bfd0 Added NPM lock file, but the truth is the NPM system is not working. 
I've found out how 'assets' is supposed to work; it's supposed to work via `webjars-locator-core`. I'd be better off finding what's going wrong there than keeping fucking about with NPM.
